The LIFE IP Urban Klima 2050 project develops a Guide for the elaboration of Local Climate and Energy Plans in collaboration with Udalsarea 2030

The LIFE Integrated Urban Klima 2050 project has approved the draft Guide to Local Climate and Energy Plans published by the Udalsarea 2030-Basque Network of Municipalities for Sustainability. This new publication will give Basque town councils the tools they need to address the challenges of climate change according to the current and future regulatory framework.

Coordinated by Ihobe, the Publicly-Owned Environmental Management Company of the Basque Government, in collaboration with Ente Vasco de la Energía-EVE, the guide is designed to be useful resource for any town, city or region, regardless of their starting points or the progress already made to mitigate and adapt to climate change. It also aligns with some international initiatives, so that municipalities that have joined the Global Covenant of Mayors for Climate and Energy will also be able to use this methodology to respond to the requirements of the initiative.

The Basque Network of Municipalities for Sustainability, Udalsarea 2030 held a workshop on 10 March to present and approve the draft guide, when more than 20 town councils and regional bodies met to talk about their own methodologies. Organised by the Ihobe, the Publicly-Owned Environmental Management Company of the Basque Government, and Ente Vasco de la Energía (EVE), the workshop was an opportunity to validate the future guide and to gather and include the participants’ contributions.

The guide is one of a group of actions undertaken as part of the LIFE IP Urban Klima 2050 project to create tools and training for local administrations. Among other objectives, LIFE IP Urban Klima 2050 designs instruments to streamline climate action in municipalities and districts. In the framework of Urban Klima 2050 GHG emission calculation tools for municipalities are being adapted for regional use as part of the development of the Guide to Local Climate and Energy Plans, as well as climate change risk analysis at the regional level, among other initiatives.

The draft guide was presented and approved during a series of workshops organised by Ihobe and the Ente Vasco de la Energía- EVE in the framework of Udalsarea 2030 and ther LIFE IP Urban Klima 2050 project. The guide will soon be published on the website of both Udalsarea 2030 and Urban Klima 2050.
